Clarification of practice in consideration of copied evidence submitted in support of applications

Customers are reminded that copies of documents will not be accepted in support of HSMP applications. This is due to potential instances of abuse of the programme.

New guidance for the HSMP was introduced on 12 April 2005. A key change introduced in this guidance was clarification on the kind of documentary evidence that will be accepted in support of an HSMP application. Notarised copies and photocopies are no longer accepted for assessment. HSMP Teams will not consider copied documents and will not award points claimed for evidence that is not original.

Following introduction of this guidance, a grace period was allowed until 15 July 2005 to allow applications in transit containing notarised copies to be processed.

Customers should also be aware that caseworkers cannot advise on whether applications containing copied documents would meet the criteria if the original documentation were to be presented. In practice, copies of documents are not given any consideration.

This may lead to disappointment in cases where applicants send in copied evidence and the application is refused on the basis that original documents have not been submitted. Following this refusal, should the person then submit an application (with the associated fee) containing original documentation, it is possible that they may receive a subsequent refusal based on the HSMP scoring criteria. This situation may arise since the original application containing copied documents would not have been assessed against the HSMP scoring criteria.

There is one exception to this practice that relates to proof of age for applicants under 28 years of age. HSMP teams do not require an applicant's original passport to be submitted as proof of age. A notarised copy of the personal details in the passport will be accepted. (An original birth certificate or original driving licence will be accepted as alternatives to the notarised copy of the passport.) This concession is in place in case applicants need access to their passport for travel etc whilst their application is under consideration.
